SAFe for Government Programs ALPHA

Transitioning to Lean-Agile practices for building digital services is especially challenging in the government context. Legacy governance, contracting, and organizational barriers can be overcome with the right information and strategies. During this two-day course, attendees will learn the principles and practices of the Scaled Agile Framework® (SAFe®), how to execute and release value through Agile Release Trains, and what it means to lead a Lean-Agile transformation of a program inside a government agency.

Attendees will gain an understanding of the Lean-Agile mindset and why it’s an essential foundation for transformation. They’ll also get practical advice on building high performing multi-vendor Agile teams and programs, managing Lean Government Portfolios, acquiring Solutions with Agile contracting, launching the program, planning, and delivering value using SAFe, and how specific leadership behaviors can drive successful organizational change, even in government.

NOTE: This is an ALPHA version of this course specifically designed to harvest input that will be used to improve the course before it is released for general availability. Attendees will attend a 3rd day after the presentation of the course to actively participate in fast feedback and in hands-on workshops designed to develop proposed revisions and enhancements. Please register only if you can commit to attending and actively contributing all three days.


Dr. Steve Mayner
SAFe 4 Program Consultant Trainer (SPCT)

Steve is an executive coach and Lean-Agile evangelist with a passion for cultivating transformational leaders and high performing teams. His 29-year career in business includes roles as Vice President in multiple Fortune 500 companies, as well as Chief Technology Officer for an Internet startup. Steve’s journey into agility began in the mid-1990’s as he applied the ideas from the precursors of the Agile Manifesto to major software development initiatives at one of the nation’s largest healthcare companies. In 2003, he began introducing Agile principles and practices to agencies within the U.S. Federal government. Steve launched the first government implementation of the Scaled Agile Framework (SAFe®), which led to the successful turnaround of a large, mission-critical Department of Homeland Security program. Now in his new role as a SAFe® Senior Program Consultant Trainer (SPCT4) for Scaled Agile, Inc., Steve is using his experience as an innovator, strategist, and servant leader to help the largest enterprises around the world implement Lean-Agile at scale.

Steve holds SPCT4, PMP, PMI-ACP, CSM, and CSP certifications, a Doctor of Business Administration in Strategy and Innovation, Masters degrees in Business Administration and Divinity, and a Bachelors degree in Education. Steve also enjoyed a 21-year parallel career as a commissioned officer in the reserve component of the US Air Force. He is married with five children and two grandsons. He lives in Southern Maryland, and is an avid runner, cyclist, backpacker, and exceptionally poor (but improving) golfer!

Harry Koehnemann
SAFe Fellow

Harry Koehnemann, Ph.D. is Director of Technology for 321 Gang and a SAFe Fellow.

Harry began his career at Intel Corporation where he supported operating systems and compilers, and he spent the dot-com bubble at a still-successful Internet start-up. As employee #4, Harry developed Java web applications using agile practices.

Since 2004, Harry has worked for organizations in a wide variety of industries including aerospace, defense, automotive, medical device, and consumer electronics. He has focused on leading these organizations to adopt better engineering practices to improve their efficiency, productivity, and product quality.
